Argentina – Argentine Borders : Vulnerability and Protection in Times of Covid

On June 30, the Jesuit Migrant Service ARU (Argentina and Uruguay) published a report entitled: MOBILITIES, RIGHTS AND BORDERS IN A PANDEMIC CONTEXT. Situations of vulnerability and barriers to inclusion of migrants and refugees in Argentina.

The report is the result of fieldwork in different borders of Argentina, in which we have tried to understand how vulnerability, protection gaps and access to rights of the most vulnerable migrants have been expressed in a time, that of the mobility restrictions of the Pandemic, and in a territorial context, that of the borders of Argentina through which the attempt to access people did not stop even while they were officially closed.

The report is an effort to try to shed light on these key questions:

  • What has happened to the people who, in the context of the COVID-19 pandemic, and finding themselves in a situation of vulnerability, left the country where they were?
  • What happened when a family in a situation of vulnerability needed to enter Argentina and, after making a risky and unprotected overland journey, found an officially closed border, where there were no alternatives for entry through an authorized crossing point and no effective possibility, in the cases that merited it, of requesting refuge?

Focusing on these most vulnerable faces of forced migration, SJM ARU wants to offer some answers to these questions. The research, as we have already mentioned, included fieldwork and other documentary sources, as well as the fruit of various collaborations and dialogues with multiple actors. This has made it possible to identify, from a rights-based approach, some of the main difficulties and barriers.

It is important to note that although this report focuses on what has happened in the last years of the Pandemic, many of these barriers, difficulties and impacts suffered by the migrant and refugee population in Argentina are still valid and current.

We believe that this report is a key input for the accompaniment and advocacy in favor of due international protection, access to the right to asylum, and access to rights in general for forced migrants in Argentina and other territories in the region.
