Mexico – Disappeared: Impunity and Re-victimization, On the Horizon of Migration

The Jesuit Migrant Service Mexico (SJM Mexico) has launched a report that puts into perspective the situation of migrants in transit, forced destination or final destination in Mexico and its connection with the bleeding reality of missing persons in the country. The report confirms what has already been denounced from different instances, there is a situation of impunity and re-victimization suffered especially by the families of missing migrants in Mexico.

Among the main conclusions of the report are the following:

  • There is a significant underreporting of disappearances of people in a situation of migration, motivated in part by a neglect of responsibilities by the public bodies responsible for the follow-up and search.
  • There is very weak inter-institutional cooperation.
  • The prevention of disappearances and the search for persons are not among the priorities of public action. There is a clear lack of commitment and the progress, which is scarce, is very insufficient.

  • Among the advances is the creation of the Search Commissions at the national and state levels, as well as the creation of the Foreign Support Mechanism (MAE); but the reality is that they are far from having an optimal performance. Their structure, the definition of their competencies, and the financial resources that support their implementation, among others, must be strengthened.
  • Relatives of missing migrants face considerable difficulties in exercising their rights of access to justice and truth. They also do not have easy access to visas that would allow them to go to the places where migrants are alleged to have disappeared, thus preventing them from effectively participating in the search process.
  • The report also offers valuable recommendations and makes a detailed analysis of the current situation, perspectives and presents the work that SJM itself has been carrying out.
